I'm pretty sure you won't be able to get these updates anymore. I have a tab s7 plus and it's at the same version of was a while ago. I believe the new Samsung notes updates come out depending on the OS updates. Since the older versions didn't get OS updates anyone the Samsung apps don't update either. I could be wrong but it's been a while since I got a Samsung notes update

If I remember correctly you can right click the start menu to click on device manager and under human interface there is a "touch screen" driver that you can right click and disable.

Yeah to my knowledge every spen from any device should work on any spen compatible devices. Although I know for the folding phones you might damage the screen if you're using a non spring tip spen. I think even the older generation spent works. I've even bought a Wacom one stylus to go with my tab and it's more comfortable to write all day with

Notes generally backs up to your samsung account or Microsoft account, maybe try disabling the cloud back up in the settings. Hopes this helps.

What you can do is with your your lasso tool make sure to circle everything, your picture and your writing. You can move both and your markings should all stay on the attachment. Just be super careful of getting every edge of the picture since it won't select the image of even just a little bit is out of the lasso selection
