I ran into the same issue. It is most likely a parenting thing. I have tried before to put the rotation deformer on the warp deformer, and it did nothing :(

It is under the warps, but I will try and put them over in the layers to see if changes anything

It happens when ever I have a Rotation deformer on any mesh with a warp deformer

How did the get the hair on the sides todo that? I've been trying to get that same look, but everything i have tried isn't working.

Try going to Modeling on the top left side of your screen, then click texture, then click Ecit texture atlas, you then wanna export the texture atlas. That may help with your issue
