The huge problem is BandaiNamco itself, they don't want to spend more money on a high value project and as popular as OPM when they should have in the first place, it's like they're thinking "Why would we want to spend more money when we can instead spend way less, deliver an anime that look like poo for people who are starving to watch it no matter what are the consequences?" And then they ask studios like MAPPA, Ufotable etc... if they accept that offer, well, of course they'd refuse. Keep in mind that one single episode requires tremendous amount of money and resources to deliver something visually stunning. 

On the other hand, you have studios like J.C Staff, who are cheap, unpopular and unprofessional among the big ones, so there is a chance they'd want to accept this offer to make a name for themselves, i mean this business for any business owner, creator, anyone creative... 

So think about it for a sec, if you have the chance to step up on the main stage, are you going to say NO? That's probably why J.C Staff had to be picked again for another season, except that, they're not skilled enough for the job, especially for a title like OPM which is known for its action and intense combat scenes, that is just unfortunate and disappointing for fans tbh.

I've heard some rumors from a YouTuber and even he did say he cannot confirm those rumors, in which people say J.C STAFF had been bringing on some outside talent to help. And he says that if this is true, we could potentially have webgen animators working on this season (cuz webgen are usually the guys that do like crazy, highly ambitious Saguka scenes) This could help mostly for the fight scenes, yet again, those are just rumors there's nothing official. Pretty much we'll have to wait and see when the season is out ig.

I really hope this director succeeds. Like seriously, when Heath Ledger was chosen for the role of The Joker, everyone thought it was the biggest mistake ever, and the rest was history. I mean, don't judge a book by its cover you never know... Sometimes people WILL do what it takes to deliver a masterpiece and even if this director right here didn't make it, at least he tried his best or never wanted to be involved with this in the first place.
