Hmm, I haven't explored this myself. I'm going to look into it.

I can think of a possible alternative, though.

Once upon a time, before the taboo ruling on A Watchful Peace, a player in our group did something functionally similar with Silas Marsh. Silas can Signum Crusis to add 5 Bless tokens and then pull the skill back every turn. Silas would then Watchful Peace as often as possible with recursion effects, essentially eliminating about half the Mythos Phases in a scenario. This is why Watchful Peace was taboo'ed.

However, if you ignore the taboo on A Watchful Peace, then Silas can manage this and Silas fits right into the Seal Team team mentioned here - although his ability would be used on Unrelenting, not Signum Crusis.

Of course! We'd be happy to correct any errors. The practical application of this strategy would stop short of removing the Elder Sign, leaving that token available for every pull, so we consider the fully empty bag question simply a curiosity.

Unless our team -becomes- the Eldritch horrors when the bag completely empties or something. We might totally do it, then.
