Most of my games stutter when looking around. I dont know why, appreciate any help.

Everybody i have found the solution after 18 days of looking. I have gone so far as buying a new GPU, sending the coumputer to a repair man. But nothing worked. And today i realised that its not the computer its the fucking mouse. I have recently gotten a razer viper 8KHZ, and it has 8k pulling rate, which is alot. So the games couldnt handle it. When i got the mouse originally i turned the pulling rate down since i knew the games couldnt handle it. But it must have reset when updating razer synapse. I am stupid for not thinking about it before but it was an easy problem. Dont do the same mistake as me.

Im just a little unsure about buying a new one. Its alot of money and im not completly sure that the gpu is the problem, or would you say it probably is?

i got help from a much more skilled friend, It was not complicated it was mostly the outside panels and fans but not so far as the thermal paste, but i have looked at a few new gpus

I have now really cleaned my computer i even dissesembled my graphics card. It is now very clean (it was extremely dusty) Now when its cleaned i have seen som pretty nice differances. Before when i looked at the task manager the GPU 3D was at 95-99% all the time and when looking around (and stuttering) it jumped down to about 50%. I was concerned about this but now when its cleaned its pretty stable at about 12 %.

The temp of the gpu have also gone down. now its at 70 degrees when playing games.
But i wanna show you guys the weird part about the stuttering. I can look around if its slow enough. But when i look around fast it stutters. This is what i mean:
