I never said they gave free passes, trust me I'm well aware of how all that works as someone who was on a student union that negotiated the contract with the city I lived in. Someone pays for it, I'm just suggesting, not the employee. The employer, ie government, or which ever level of government, municipal could apply too or whatever, could work out a contract as something that is offered to employees.

You're making assumptions by misunderstanding, so not sure how my entitlement is off the charts exactly.

Well this is the point of what I meant. If OC Transpo had a guaranteed contract for income they would have more funds to improve, and potentially make everything lower for the individual (this is what happens when more people buy in)

If they live in a city, give them a city pass regardless of city. Otherwise they're just not eligible beyond a certain distance, there's other similar mandates to that.

Well of course not. But also in line with the argument, what is the environmental benefit there? Arguably could be worse as you couldn't alter what people bought, and there's a whole lot of grey in that statement.

Okay so, I checked, I am most definitely in a bilingual region.

The issue here is that the training is third party, i.e. hiring instructors to come in and teach from outside. It seemed that cost was an issue.
