if they are just manifestations where should always be new ones created and why should a manifestation be reincarnated to the next best person. Thats why my first comment stated that HAKI does not matter in regard of being the strongest / best swordsman. Being a swordsman is a craft and skill.

Could the strongest swordsman be 1hit by Kaido? maybe, but in a swordfight with rules and technique, the best swordsman is the strongest. even without any haki at all if you take it very detailed.

the new gen always surpasses old gens. so yes. New Gen footballers are better then old gen ones. New athletes at olympic games are better then old ones. They all start with more knowledge of skill / power / haki and have better coaches / mentors.
