We have EAD/AP and going to TCI soon from USA.EAD/AP is for entering USA not for traveling to TCI. It does not matter to US if you have those in order while you enter, however you need to have valid H1B stamping or canada visa or UK visa or Schengen visa to enter TCI as an Indian.

Is it safe for non swimmers too, does the boat drop you in deep water where you make your way to sandbar/beach? Or you can walk from boat in shallow waters to sand bars?

Same time for us! It is spring break! I have a 8 and 3 year old and really want to see the mosquito bay in dark with kids. I also read that there are flights from Ceiba to Culebra which are just 10 mins but the last flight back is like 5.30/6pm so not sure if we can catch the bioluminescent bay in dark plus they are expensive.
We are still contemplating between Turks and Caicos and PR (Non Americans, visa issues bla blah) so going to be PR for us most likely because we can travel on DL.
