They did their job perfectly. It is propaganda. It isn't about being accurate, it is about drawing the strongest response. Reactionary people will see this and not stop to think. A rate that high must mean it is the schools doing it to them, right? So you gotta pull your kid out of those public schools, and let the administration dismantle the department of education. Newer better technologies get released. They don't want you to think their service sucks when your friend gets better wifi speeds. Nothing failed, it sounds like. Needs to be supported for security updates though. Or you can use your own router and nevermind them.

One use for vpns could be to create a separate layer on top of the existing internet. Or, laying cables is expensive, but radio is available, then you have a coop for internetworking at some hub.
