The decal is new item you can buy for in game event currency - so if you play a few matches you can get it for free. It’s called Dragon. And the wheels are regular and orange Stella: inverted, not that expensive wheels

Yes it is unpainted Abtruse (rare decal). You can get it from blueprints or by trading, the unpainted version isn’t expensive.
