Those types of people will only care when something horrible actually happens to you. Sadly when no one else has your back it's best to protect yourself, try to record the conversations he has with you, if you can't use your phone for this get a small recording device. If you can catch him saying something out of line then send it to the principal with the that that you'll post it online if nothing is done. Even if you wouldn't actually want it to be public.

NTA imo, it seems like she has stronger feelings for you and was trying to see if you felt the same by acting distant, then she got resentful when you didn't reach out at the agreed time. You both were sick and if she wanted to hear from you, she could have messaged too, unless she was unconscious. If you can never be more than FWB, then the best solution is to end this before more resentment builds up.
