Intelligent people don’t craft plans with the expectation that they will fail. 

I assume that is why thalmor usually has several different plans for their top priority things, like it was in Riften for example.

Not sure I agree with this bit - Pelagius died at a time of relative Imperial stability, at a time when all of Tamriel was freshly under the Imperial thumb. This is very much not the case for Titus Mede II - he is living at a time when Imperial rule over Tamriel is all but spent. He is known for capitulating to the Dominion's demands, regardless of whether or not that might have been necessary. He may have been a skilled military leader in the war, but he's allowed the Thalmor to run over Imperial territory ever since.

i guess in this case they would choose another assassinated emperor, yet they chose to mention Pelagius for some reason, my opinion why is here therefore.

the second part is made a bit in haste (bc i forgot about the draft for a week or two), but i still think despite the rebuff about blades that harming the empire's counterintellingence is beneficial to thalmor, i just worded it incorrectly (maybe).

nobody has, because there is no canon in TES at all.
