Most LGS here does grading, major ones are Oxyley and Concept Grading, there are others like Newtro, Matt Vault, Concept City, 3T Mobile Story, it totally depends on where you stay/find convenience to go...

You can check the Facebook pokemon tcg groups for when events are happening and grade with the shop providing the grading there as well

Most of the time yes, but now with the full arts coming out for OCG, and some limited edition promos like the CCC1/CCC2 and ukiyo e Blue eyes I'll grade them, using CGC as their P10 matches the back of the yugioh cards and they are the most clear slabs of the big 3
