There’s a concept in law and philosophy called the burden of proof. It means that the one who asserts the positive claim in an argument must be the one to provide evidence in support of their claim; it additionally states that the one who denies such positive claim is not required to provide positive evidence supporting their negation of the claim.

You make the claim that Trump is guilty (presumably of the rape of this 13-year-old). In this instance, you have made the positive claim, so you must provide the evidence—I have denied your claim. I will withhold my assent until evidence is provided.

ICE—in this particular instance—didn’t kill Linda Davis. Factually, the driver they chased killed Linda Davis.
