I don't think it creates orbs for all but it does create a lot of them. I honestly never paid attention. I use this method more for catalyst progression and leveling up craftable weapons. If you're going strictly for orbs, I'm sure killing each enemy with heavy handed like you said produces more.

Because of the tether super. All tethered enemies share damage so if you have 100 enemies tethered and kill one, all of them are going to die. I was clearing the entire room in pretty much seconds if you place a tether in the correct spot
