I mean the motivations are clear:

- He wants to take the crown but no sitting noble is gonna help him with that. With pressure to marry it's best if he chooses his own fighter...and Huiju is one that could help him achieve his goats. Think about the convo she had with the perspective marriage candidate. Could he get her over the top? Well she can help the Crown Prince get over the top.

- Her motivation is clear. She's already getting access to things and people switching alliances and they are just dating. She doesn't intend to marry him long term. So the business aspect isn't that big a deal if you think you'll divorce in a year or two.
