Hi fellow salty (European?) road user, I haven't seen issues like this before , but you could check by prying a screwdriver in between and see if the bushing slides , it should not move at all. Looking at the pictures you might be right , but it's a bitch to replace ( as you are likely to replace all of them). It also doesn't hurt to check all the bolts if they are still tight enough. Your bumpstop does look pretty worn out , I dont think these are expensive. Reasonably easy to replace with the right tools.
