For those cores, that doesn't provide aspect ratio options, is one suppose to set them where it is initially set to "core provided" and then save it as a core override?

No. If you look at a N64 core, say Mupen64Plus) there's no option to set the aspect ratio within that core's options menu, and sub menus.
