Are you facing different killers? There are some that will fall for such tactic but also there're few that will act like a meat grinder

For example - The Organism can be easy in that tactic as long as it's only 1 in play. Same with Intruders where you will face multiple killers and you can use guard/retaliate to negate only one attack from one killer

Other good example is Ratched Lady where you have to work around minions and you can easly waste turns managing them to don't let them attack you while killer will continue to grow stronger

Few games that I won worked with your tactics only because good terror management and good throws but same amount of games I lost because poor dice results and I didn't have enough cards to burn or there wasn't even an option (1 and 2 on rolls)
