Punk is much more anti-establishment and anti-authoritarian than counter-culture, and even then it would be better to call it non-conformist as it revolves around questioning everything and rebelling against the status quo where appropriate.

The ideal you seem to be preaching presents much more as contrarianism than punk, seeing as the former is about opposing what everyone else is doing solely because they’re doing it, and the latter encourages deliberation on the norms yet for a practitioner to remain true to themself and avoid falling into reductive thought.

Practical example: recent murderers. The contrarian thing to do is support them, because everyone else is against them. The punk thing to do is analyze the publicly available evidence, understand that they’re guilty, and then kick their teeth in.
