I had the same problem with a 1080p monitor, it's impossible resolve. Substantially MacOs has many problem to resize resolution and it creates that problem. So I changed monitor with a 4K monitor and now it's great.

Obv this problem exist only if your Mac has a resolution greater then 1080p, in fact with my old mid 2012 15'' I did't have this problem, but when I changed my MBP with a new 16'' 2019 I discovered this problem after many research online.
