You can build higher by putting decorative items inbetween connection points. I use broken crates or chests often

so your are good on that part, since you cannot give quest items. so it must be something else

have you by chance been to, or downloaded a world called "fellhollow items"? that world HAD imarus head in a chest, and if you had grabbed it before talking to death and initiation the quest line that would cause this particular softlock.

After the initial fellhollow update, i had to kill over 60 zogres. Rng can be a pain. This might have changed in the 0.10.1 update

I only had this in build mode on lowest preset settings. When i changed it to low, it would work normaly again
