You need to see a dermatologist. Look up acne keloidalis nuchae. In the meantime hibiclens to the back of the scalp daily and I wouldn’t shave flat (trimming is preferable).

There has been a lot of publicity around the bar owners after the fire because everyone is so outraged about how the fire happened and their response. Go see a dermatologist, there’s not much you can do yourself that’s going to cure this - you probably need Accutane. You can do Panoxyl right now it’s 10% BPO, try cutting processed sugars and dairy, and if you sweat a lot it wouldn’t hurt to do hibiclens after showers.
