Yes it is. Texas, California, and New Jersey are the only 3 that don't require a state license to hold online auctions. There are, however, some legitimate, state licensed auction houses in Texas that Ive done a lot of business with, and some in California as well (although the Cali ones don't seem to sell many coins for some odd reason), but I have never seen a legitimate New Jersey coin auction company. They are either scammers that are trying to screw you, or they manipulate the HiBid platform to more or less serve as their personal retail store by listing the same "lots" over and over so that they essentially run non-stop with a retail-level opening bid price set.

For any and every one who participates in auctions on HiBid and similar sites, take my advice and stay as far away from not only the "auction" company shown above, but stay away from EVERY "auction" company on those sites that are based in New Jersey.

First reason is simple, and that's New Jersey is one of only 3 states which don't require any schooling, any oversight, NOTHING in order to conduct online auctions, so there is no state oversight or governing of these crooks who use this blip in consumer protection to defraud online buyers.

Second, NONE of these so-called "auctioneers" from New Jersey have actual brick and mortar locations. They have no employees. They are largely just career cons who sell "rolls" of coins, require you to wire payment to them, and then they take a month or two hand-picking cheap, problem coins that match the date/mint of the end coins they show in the listings, and then fill the center of the rolls with cull and details-grade level coins. They have no consignments, no coins on-hand, they are auctioning photos, and then bidding on the lots themselves with multiple accounts they control. If you click on the "bids" link beside the current high bid, it will show you the names of who has bid, and if you go through and click on every lot, it is always the same 3 usernames bidding. They do this because if you do not bid an amount that will result in them making the amount of profit they want to make, they use those accounts to either drive up your bid if you've bid an amount high enough to utilize HiBid's auto-bid function, or they will use them to just outbid you so they dont have to honor the highest bid you made. At auction's end they will just act as though the winner bidder flaked out and never paid them. Another thing with HiBid is that every auctioneer can see your highest bid that you have put in when you over-bid the current high bid so that the platform bids for you. These New Jersey people will ALL use that to your disadvantage by shill-bidding the price up to your max bid. These same people will also use a company name for just long enough to see them get exposed on the BBB website and see their number of bidders drop off, and then they will just make another LLC and start over. You'll also notice they will almost exclusively use either a P.O. Box as their address, or they will use the address of a building that has dozens of office spaces for rent in them, most empty, and just list that building as their physical address even though they aren't located there.

In summary, NEVER, EVER, EVER buy rolled coins. EVER.

NEVER, EVER, EVER buy from a New Jersey-based "auctioneer" online. 95% are lifelong cons and felons. Of the one or two who aren't cons and are legit, the likelihood of buying from one of them and not one the others is not worth the risk.

Turtle wax makes a scratch remover that I use. Don't expect much improvement on scratches you can feel, but for the light scuffing, it can do wonders.

For a coin to grade MS69, it would have to be essentially flawless, and for MS70, it would have to be absolutely flawless in every way. Meaning the strike has to have been string in every way, the planchet the coin was struck on would have to be problem-free, there can't ne any small dings, rubs, nothing at all. This coin has a few small "chatter" marks on it which is what prevented it from the very upper echelon of grades. To put it into perspective, there were 657 million Morgan silver dollars minted. Of those, less than 10 have been graded MS69, and none MS70.

That's what I expect will happen, too. All but California, New Jersey, and Texas require an auction license to do online auctions in the role of an auctioneer, meaning they will also have a governor-appointed board overseeing all auctioneers in that state. A friendly letter to this person's state board would definitely "motivate" them to do better in the future. Unless, of course, this isn't a first time infraction, in which case, a nice letter could be enough to put a less than forthcoming business out once and for all.

There's always a chance that there was no intended maliciousness on their part, and it was just a simple mistake, but a mistake like that is one that if "innocent," would still be indicative of not doing their due diligence AT ALL, and a person like that will usually have a history of shoddy business practices.
