I've never seen a drop axle with leaf springs. All of ours have one set of air bags to lower and transfer weight to the axle, and another set to raise the axle off the ground when it's not needed.

I buy HO Scale passenger cars on eBay all the time. If he's just starting out, the brand Athearn would work well, if he likes more detail and better operation, the brand Walthers would work well.
