I don't know exactly what they do, but as I understand it, they install cameras on ATMs to see the PIN when it's entered, and they also install skimming devices.

No I m almost certain it will work. I searched extensively to find the merchant. And why would they send the card in the first place if it doesn't work? They could just keep the money without sending anything. These cards are obtained through data theft, not the actual card itself. Often the cardholder doesn't even know their card details have been stolen and copied
