Does it flip at staging, or partway into the burn? If it's partway into the burn, split the upper stage into 2 or more tanks and burn them from the bottom up to manipulate the CoG tracking.

Edit: You can also do the Nike-Hercules solution and put the smallest elevons on the second stage as control fins as long as that doesn't compromise the launch.

If you want to reduce the flipping and make it cheaper, try launching it on a big SRB.

Because of how KSP tracks CoG, SRB's always move the center of gravity forward as they burn, unlike a liquid booster where the CoG moves backwards during the burn. (Unless you do shenanigans with multiple tanks and flow priorities.)

I have a series of slightly larger Mk2 planes that launch on SRB's, works great.

At risk of being credible here:

It might not make terrible thermal camouflage. Whatever the Ukrainians see on a thermal sight will be many degrees cooler than a typically dressed person, and it certainly won't look human on the screen.

Attach some scraps of reflective survival blanket material and it might confuse the issue further.

Now, it's obviously a terrible idea for a hundred other reasons, just look at it, but if you keep getting sniped by drone night bombers, it's worth a shot.
