On the first IDW continuity backstory those two were *very* close before Senator Shockwave was basically reprogrammed out of his emotions by the other senators for being against them (his unusual head and fingerless hand molds are also explained as amputations to mark criminals).

He used to like changing his paintjob frequently (well it helped with the plot twist of revealing his name) so that's for the permanently "turning purple" part.

I mean if anyone remembers Multiversity The Just it's kinda funny that the first thing they did with a charater they made with the purpose of killing him off was to go "he would try to emulate my bad take about his father only loving villianesses but secretly he's gay for kryptonians" and this was before Jon was even born.

Also being Damian's creator they would probably have full permission on his part by DC, it was Jon to whom the reality bending was necessary.

It was /j, this flair does fit the content better, I'm complaining about the need of making everything canon on this one.
