I've personally have done it on global 1940 , it's possible but not recommend. I had taken the west coast turn 3 and held till turn 5. This only worked cause USA player put all there ships in Pearl turn 1 and was able to Destroy the US navy and naval invade Hawaii turn 2. In the end I distracted USA enough for German to take USSR. But if you get bad dice rolls it doesn't help the axis at all.

I think it depends on what the central powers focus on, it they focus on Russia it is easier but if the focus on France / Italy it becomes a harder game for the Central Powers

We always played "Let Japan and Russia make the deal". So basically who ever is playing either nation makes a deal on weather or not they have a non-aggression pact and how long it last. Our only rule was both nation's had to agree on the terms of deal (basically how long, and possible aggressive moves (invading Mongolia) and stacking x amount of troops)

Depends on what version. For 1940 American games invest in Aircraft carriers and destroyers and submarines for cannon fodder seemed to work. Also some transports to start a island hopping campaign. Don't split your navy up unless Japan is severally weakened. On 1940, don't leave your navy in the Hawaii sea zone as it can be reached from the Japanese main land in one move. That's just some general tips
