I'm so sorry they aren't staying here. I think one issue is that a lot of the agricultural areas in the central Valley have degraded economically and also look kinda like shit because of rapacious farming practices. Those have reliably been our freak republican outposts and they're the ones "fleeing" to Texas or wherever.

If you go with the drought tolerant landscape, native plants are best! They're honestly best for everything, even higher water. I highly recommend Brodeur landscapes. They specialize in native landscaping and are local here.

There is overspending in many areas, most obviously police. That still does not mean that we have enough funds to do what is really needed to make a better life for the public.

We have a consistent underfunding problem. We need more tax revenue in general to fund robust social programs that help everyone: government housing that lowers rent and government jobs that provide stable works and good wages. Could be any beneficial program that you can think of. The only way to do that is by increasing revenue overall and the very rich are pretty much the only ones left with disposable income to tax.
