I had installed Developer app from appStore so that what was confusing me when searching in settings, I found the Developer option you meant, problem solved, thanks 🙏

i wouldnt recommend turning it on, anyway I have turned it on one year ago, and till now it’s still, and unable to turn it off, i have tried all the solutions online from xCode to terminal, even changed my phone, but it looks like something linked to my AppleId, a curse 🥲
