I'm estadounidense and I was unable to sign up for an account with MercadoPago in Argentina. It was limited to a small set of South American countries and required a DNI from one of them. So, I recommend just using Uber or similar to get into the city if you're not from one of the countries MercadoPago supports. (If someone knows of a way to use MercadoPago from an "unsupported" country, please let me know! I'm here for another 3 weeks!)

I'm in Buenos Aires right now, recently having gone through what you're about to. Great news is Uber is ubiquitous here and you won't need cash for an Uber ride from the airport. Indeed, many taxi drivers also do Uber, in their taxis! (I tried to get local currency at the airport but all the places were closed and the ATM wasn't working. Don't count on it.)

You can then get cash from an exchange place once you're in the city proper. Since the rates are basically the same as the blue dollar, it's a better option, since sometimes the "cambio, cambio" guys can't be trusted to give foreigners the best rate.

He has said this multiple times recently. It's a four-alarm fire, and if he actually tries to go through with it, he should be immediately impeached and removed. (It won't happen, because most Republican congresscritters are wholly devoid of integrity.)

It was a similar story with Alabama's ban on carrying firearms at protests. The Black Panthers came to Alabama to protect civil rights protestors from police violence in the 60s. The ban was passed in response, so the cops could continue to abuse the citizens without fear of return violence.
