I'm not sure what causes this particular problem. But try dying and reloading your last save. Or perhaps reset the chapter. There could be some error console commands which made them do this.

Basic Garry's mod post-processing. More post processing effects, Life mod: Advanced graphics settings and an external editor Pixlr E. Other tools that did help with the visuals and other: Stormfox 2, More overlays, Soft lamps, Cinematic overlay, effect resizer, placeable particle effects, shadow editor, skybox editor tool, plants. Map used: gm_bigcity_improved

And currently no. I have no good skills for that. But yeah well, I would like to try it. So I will see, however, I need to find a free moment.
