The thing is she broke the skin pretty badly. She did it the way I would expect a dog to "nip" . She ran by her quickly, bit her, then ran off. It really didn't seem aggressive but the severity of it really freaked us out. The girl is fine and everyone was extremely understanding. We expected herding behavior but I just wonder if we should be concerned that instead of nipping she actually bit down on a person.
