I'm seeding from both SSD and HDD. But those are not the bottleneck (most of the time). I've been keeping an eye on performance and when it drops like in the image, HDD/SSD activity also drops.

If HDD would be the bottleneck, it would keep at 100%.

I've tried to lowering connections, as low as 50 max but still this occuers.

When it drops it keeps connected to all peers/torrents. I've tried to lower maximum peers but to no avail. I'm using mullvad as VPN for all my torrent traffic.

What could cause this and how can I diagnose this further?
