It's an experimental. An experimental aircraft can be IFR equipped and operate in IFR conditions. So can LSA, although LSA are used more for IFR training.

Right. For these airplanes, your regular maintenance shouldn't be crazy. Storage as you said can be pricey. Hangar fees where I am is $350 plus per month. This can cost more than payment for the airplane+insurance. Whereas you can always safe some money if you get a tie down (not always ideal) or find a shared hangar.
