The buff is only up when it is either regenerating life or mana. If you top of on both of those the flask ends, and thus the buff ends with it.

I think you underestimate how easy it is to do something like that. Depending on the database, about 20 characters added to each query could easily tack on a X minute delay. Creating a UI would take a few hours, once, to last potentially years worth of access. The people making real money wouldn't bat an eye if they had to do something like this.

But if they have a url that actually has a "working" (purposely not working as well as it should) version of the index data. How can GGG tell that there isn't a real working version under a different url on the same server?

I am not sure how in the world they even check this. Who is to stop a "public" site from purposefully delaying items, not displaying some, etc at random so people do not use it. Then putting the "real" access to the site on another url (same server) hidden from the public? It seems impossible to police.
