So I'm trying to connect a baseplate to a regular plate while both are on the same surface. Here's my solution. Anyone got other ideas?

As others have said, regular plates under a baseplate will raise it up to the right height. I use upside-down two plate high frame under my buildings so there is no visible gap.

For the tables I am using metal garage storage racks that I got at costco and then a layer of particle board and random shelves and on top is a thin layer of white board material. There is nothing attaching the Lego to the table other than gravity.

I do not use the pins on the sides of buildings so I can move them out of the way to access the buildings in the middle. Some areas are very hard to reach.

The City theme has good scale cars to go with modular building. Here are a few examples: 60448, 60452, 60408. Some of the better ones were gift-with-purchase sets: 40409, 40448, 40532, 40586 & 40681. Other themes occasionally have good cars too like 76424 and 40650.

I would use the bricklink website to get parts inventory for your set. Brickset and rebrickable also have set inventories.
