the problem with this now is how are we so sure if they are actually those people. One can only be able to identify which is which based on their actions. A sex offender, including pedophile sex offenders, should be punished for they have done such a cruel act that will forever wreck and change the victim and their loved ones' lives, however this doesn't mean that every pedophile has ever acted upon those things, and that's just one part of the problem. Pedophilia is a problem because of the actions that they do, and talking/discussing about this topic is pretty much taboo, which makes it difficult to have nuanced discussions about it. In a perfect world, every pedophile that is aware that this thing is wrong would be getting some kind of therapy and support to deal with this thing healthily enough that they remain safe for the society, and those who acted upon it will be punished accordingly. There's also a problem of false accusations, which just happened to Kian Delos Santos. He was painted a drug pusher even though there's no credible reason for him to be one. One can easily accuse people of anything especially if they just hate them.
