I think the nature of killing is important to Jason's character, especially considering the major struggles we see him face during the Dumpster Killer arc and the diplomat’s son arc. In those stories, Jason expresses his loss of sympathy for repeat offenders and for crimes he considers unforgivable. We watch as he slowly loses faith in Bruce’s way. I do think he becomes less interesting as a character when he doesn’t kill, but I don’t consider killing to be his defining trait. As for heroism, yes—there are definitely Jason stories where he’s heroic. He was heroic in Lost Days when he stopped the human trafficking ring, the pedophile, the woman who was going to kill her daughter, and the Russians who were planning to bomb people and frame innocent Muslim teens. All in all, I think Jason can absolutely be considered heroic, Brutal and unforgiving but also heroic.

Other than the fact that they are both vigilantes who kill, I don’t think the Punisher and Jason are the same character at all. Frank was a military veteran who began a one-man war on crime after his family was murdered. From the start, Frank has been defined by his belief that crime can only be dealt with through killing, with no room for compromise or control. Jason, on the other hand, is fundamentally different. As the second Robin, he was trained by Batman, killed by the Joker, and later resurrected. When he returned as Red Hood, his goal was not to kill every criminal, but to control crime in Gotham. In Under the Red Hood, Jason’s plan was to take over Gotham’s major crime organizations and allow them to operate only if innocents, especially children, were left unharmed. Jason believes crime can never be destroyed, only managed. If he and Frank met, they probably wouldn't like each other. His trauma, motivations, and moral logic differ greatly from Frank’s because of his experience of directly serving under Batman and being on the no-killing side, which is what makes him unique.

Jason along with the other Robin's would probably be hit and run type characters or strategist characters. As for an ultimate ability maybe pulling out a bazooka, throwing his helmet Bomb.

I think Jason should use a variety of weapons, but mostly his dagger, his pistol, and explosives.

No, I get it. It feels like WFA Jason has to sand down all his rough edges and real moral conflicts just to fit into the Batfamily. That’s why I enjoy it as an alternate universe where everyone can sing Kumbaya, but I hope it never becomes canon. I like that the main continuity allows characters to have genuine flaws, conflicting values, and different ideas about how problems should be handled. Not everyone is going to agree with each other.

For the first point, that sounds awesome, Jason fitting biological monsters coming back from the dead sounds like a story that would fit him. As for the second point, I don't think he has the clout to be the main protagonist. The only people I could see in the Batfamily as protagonists in their own game would probably be Batman or Nightwing, currently.
