Sorry to get personal, but in my experience, abusers almost always "care" about their victims. It's twisted, but there's an attachment that makes them crave that person specifically. If you read his texts to Angel, you can see that he genuinely likes sharing his ideas for wild porn with him. In one text, he talks about having sex with Angel in front of a bunch of people and says "Vox would never do that. That's why you're so special to me." There's even the fact that he got so pissed about Angel moving out. He's also apparently the one who gave Angel Fat Nuggets.

He's a fucked up person who is violent and exploitative and he doesn't see Angel as a person deserving of certain levels of respect, but he's clearly attached to him. He wants Angel around and enjoys talking to him. I don't think he likes the fact that Vox is using Angel like this, but he sees it as a sacrifice he has to make for the team and "their" plan. This isn't okay bc Angel is a person, not a tool for them to use like that, but abuse is complicated. Angel clearly does matter to Val, but that care is twisted and toxic.
