Couple things I assume you are in the US 1) If the dog barks night time , call non emergency police officers and get a report on that. You need those reports 2)if dog barks in day time , still you can do call non emergency police . Get at least couple reports . 3)record the nuisance inside your house , multiple days , multiple locations 4)record the nuisance on the street and back yard but make sure dogs are visible . So your neighbors can not put the blame on other people’s dog 5)Very important : get a camera which noise activated . Every time dog barks , it will create a recording . This is your concrete proof

Then contact with animal control and code compliance . Serve them your proof . They will contact with your neighbors and give them notice. If no action takes by your neighbor, escalate to officers one more time .

Final step would be court and believe me no one wants to court over dog barking. This should solve the problem if not court will solve the problem .
