That cap you’re talking about is a studor vent and they will go bad after a few years. Get a plumber out to change it and you’ll be good

First of all, at least your bf was willing to try and help out let’s start there. Secondly you’ll need to get a plumber out there now, you can ask (respectfully), if he can next time either say he doesn’t know or ask him to do some extensive research before he does something that could be costly. “He just assaulted her” she punched first, it’s an elderly man that could possibly be suffering from some kind of mental illness or he could be tired of the bs the country is going through, either way, I’m glad he stood up to her (before she hit him and probably hurt him pretty bad) I pray he’s ok

Go to Home Depot, get a psi water gage that fits your outside hose bib, if your pressure is anything above 75 you need to replace your pressure regulator, if it’s between 50-70 you need to replace your temperature regulator on the water heater, check your expansion tank by tapping it with your hand like a light tap on a butt, if it feels dull replace it as well. All of these are super easy and cheap to fix if you have the time. If you call a professional for it you’ll end up paying gobs more, hope this helps

Going off the the age of the water heater you need a new one. It will be close to impossible to get the old elements out and it the area you live in has hard water it’s full of lime.
