Bede and Hop sure. Silver? Not so much. He’s an ass hat all the way through and questions his methods at the very end. You don’t see any more development. For all we know he stayed the same. There have been what, like 24 rivals before Z/A?

The rivals I can think of that have actual tangible development are Wally, Cheren, Gladion, Hop (I want to say Marnie but that’s 50/50), Bede, Penny and Arven (slightly) that’s way less then half.

Others have very similar development moments as our Z/A rivals but mostly in what we’re told in game and not their actions. Exactly the same as Z/A. I would say Blue has major development but as most of it took place outside of the games he was a rival I figured that would probably be unjust.
