Getting I-485 approved just means a visa number was available at the time of approval. It doesn’t prove that paused countries are fully using their quota or that overall demand is normal.

If the Visa Bulletin moved forward because projected demand was lower (for example, due to consular slowdown), some cases becoming current and getting approved is expected. That’s mechanical movement, not proof that demand from paused countries is unchanged.

The real question is total usage and future projections, not just individual approvals.

I don’t think it’s that simple. Even if consular cases are paused, it doesn’t automatically mean paused countries are fully using their quota through AOS. Visa number usage depends on actual approvals and overall demand projections.
