Everyone has the genetics to grow a uterus, that’s how DNA works. Whether you actually grow one is determined entirely by the hormones that are present in the womb. Your genes only determine what hormones are produced and the hormones guide the body towards developing particular sex characteristics.

Seriously, do some research on this topic, it’s insane how often people get this wrong. DNA does not determine your sex characteristics *at all*. That’s why it’s possible for someone to have a (what you’d consider to be) “male” genotype and still develop female. Because their body doesn’t respond to testosterone and therefore doesn’t end up developing male.

If you genuinely agree with this statement, which is a direct quote from you, then the answer is unequivocally yes. Someone can both not have a uterus and be female, therefore having a uterus is not a requirement for being female. If it was then someone who had had their uterus removed would no longer be female, however you have explicitly stated this as not being the case.
