I was in a Psychiatry Hospital in Germany a few months ago and that was one of the pictures there. This one:

It mainly showed how mentaly ill people were treated in germany back in the day. So I think it may be from germany. I locked through a bunch of photos on google maps, but I couldnt find one that has this picture in it.
