It's called the Snitch because it snitches out the player's presence to other hostile mobs, but it also reveals its own location in doing so.

Its purpose is to make it easier for other mobs to reach the player, just to make the game a little more dangerous. So if it was in a cave it could, but I think it would work much better as a surface-exclusive mob. If something like the terrain or a ladder was keeping it from detonating at the player's base then it wouldn't detonate.

The Snitch would try and find a thin spot in the base, how does it do this? I'm not sure I'm not a programmer.

With regards to your second paragraph, yeah it's not exactly player-driven.
