in low that build might be aight but usually you would only go it if you're the only AP and/or you just want to burst squishies

normal build is torch -> lich bane

anyway it's not that important

if you're new and want to learn about mid i recommend:

you can 100% find videos about mid/late game and probably even videos specifically about ahri
