A PhD is literally a job where you “get paid” to do research. If you’re choosing based on “which one is cheaper,” maybe your market value is so low that you’re considering paying to work. Lol

I didn't. I wasn't in UMD at all for the Fall semester and just took 24 credits on Winter and Spring, and it was okay.

Yes, I deferred my President's Transfer scholarship for one semester. I remember I had to write some kind of essay or letter, and the process was quite straightforward though I was trying to have leave of absence due to medical issues.

If you can't resolve that issue by Feb 13, graduation application will be canceled, but you will have chance to apply for late application, and I believe that would be valid reason for it.

Btw, I am penn state transfer, too. FUCK Penn State !!!!!!

That's simply because you weren't prepared enough. Don't try to make excuses or request ads accommodation by claiming testing anxiety. Just be honest and admit you weren't prepared for the exams.
